  • Micro-data availability is becoming a central tool for the purpose of analysis of science, technology and innovation policies. In the last decade, improving the access and availability of such data is also due to better the capability of policy makers, stakeholders and managers to assess the European research performance, in order to realize a more effective evidence-based policy-making. The mentioned objective needs to have information of the economic and social environment of individual agents, budget constraints, performance and behaviours (output, outcome, impact and social dynamics); hence, different types of data are used for policy evaluation, namely aggregated data, case studies, administrative data and micro data for statistical analyses (census data and surveys). Micro data pose some problems, which mainly rest on: a) the availability of national disaggregated data; b) the confidentiality issue; c) the possibility to compare the data between European countries; d) the updating, and e) the setting of a dedicated research infrastructure. The presentation discusses the mentioned problems using two key experiences recently developed under the auspices of the European Commission, aimed at building the structures for regular data collection of micro-data on higher education institutions -EUMIDA, and on joint and open research programmes -JOREP in European countries.
