  • ESF - EuroHESC WorkshopffChallenges in Comparative Higher Education Research. The focus of the presentation is about the transformations of steering and governance arrangements in different European countries to be discussed looking at funding and evaluation: how these instruments affect organisation characteristics of Higher Education Institutions (HEIs), and how internal characteristics of HEIs affect the governance/steering regime. We look at policy implementation in higher education (HE) to be analysed through the evolution and transformation of the policy instruments. We intend to discuss: a) How steering and governance instruments have been put into action, how this process impacts and modifies the original rationales and justifications, and how the implementation is affected by path dependence; b) The characteristics of the instruments adopted in different national contexts, the types of contamination and combination effects that can be detected, and to what extent they are able to depict the characteristics of the HE national configurations.
