  • One of the aspects apparently neglected by the EU Information Policy is Information Literacy, \"the ability to access, evaluate and use information from a variety of sources\". The European Union is indeed very active in Information Society initiatives, but most of its efforts seem to be focused on the technological infrastructure and ICT skills, rather than on the promotion of competencies that should be used by everyone facing the current proliferation of information. Information literacy initiatives have been undertaken independently in various Member States, often with duplication of efforts and rarely as national policy issues. Information literacy relies mainly on a Culture of Information, therefore the general lack of awareness about the need for widespread information competencies is a great barrier to information literacy developments in Europe. Promoting a Culture of Information as a priority per se, distinguished by (and integrated with) Information Technology literacy should be an important role to be played by the European Union. The European network on Information Literacy constitutes a bottom-up approach attempting to activate a common discourse on Information literacy among EU Member States. The book illustrates the state of the art of the IL initiatives in the EU15 countries. (literal)
