- The aim of this paper is twofold: (i) showing how it could be useful and more correct to introduce - within the agency selection mechanism of R&D projects competing for funding, beside traditional indicators of financial constraints and R&D behaviour some indicators related to the expected firm R&D additionality capacity (or triggering mechanism); (ii) providing the public agency with a protocol - led by an econometric model - to obtain an ex-ante synthetic measure of the potential additionality capacity of a firm demanding for an upcoming R&D subsidization program. In the first part we suggest that a correct evaluation of firm additionality potential should be assessed by considering the conditions enabling increasing return of R&D to public subsidies. In the second part we developed a methodology for helping policy makers to direct the allocation of new R&D incentive schemes, by taking stock of previous evaluation experiences
