Abstract
  • The integrated management of the catchment-coastal zone continuum is one of the focusses of the EUROCAT project. This evaluation was made combining the concepts of Integrated River Basin Management (IRBM) and Integrated coastal zone Management (ICZM) as suggested by the Water Framework Directive 2000/60/EEC. In order to asses the interaction between catchment and coastal zone the Driver-Pressure-State-Impact-Response (DPSIR) framework was used. This approach was used to identify the Driving forces acting at catchment level, the Pressure exerted on the ecosystem and the Impacts produced both on the catchment in terms of loss of water quality and on the coastal zone in terms of the appearance of eutrophication. Concerning the Response, the most difficult aspect to evaluate, management strategies were formulated in terms of socio-economic scenarios. In particular the scenarios evaluated are Business As Usual (BAU) Policy Target (POT) and Deep Green (DG). The evaluation of the scenarios was performed with the achievement of the water quality objectives fixed by the European legislative framework, transposed into the Italian environmental legislation, as specific objectives. The scenarios assessment required a full understanding of the both European and Italian legislative frameworks and of the institutional assessments in order to provide the guidelines for the sustainable development of the Po catchment and the north Adriatic coastal zone. The role of legislation in ecosystem restoration is fundamental. This conclusion was deduced from the analysis of the impact of environmental legislation on the Po river basin water qualitative state. The comparison between the impact of human activities and the impact of legislative restrictions evaluated for the last 20 years is a relevant result because it is the only means to evaluate the most realistic hypotheses for a scenarios analysis. The Sustainable development involves the redefinition of socio-economic systems seeking to reduce the anthropogenic impact resulting from human activities. The investigation of legislative effects is the key to the transformation of management strategies into an operational tool to achieve sustainable development of the Po catchment and North Adriatic coastal zone.
