Abstract
  • Falling Object Protective Structure (FOPS) is a system of structural members arranged in such a way to provide off-road machines operators with a reasonable protection from falling objects. The final proposal of a an OECD testing procedure for the official testing of FOPS fitted on agricultural tractor's was included in document AGR/CA/T(2006)23 submitted for approval to the National Designated authorities at the 2006 Annual Meeting. The proposal was approved and the \"Standard Code for FOPS Testing on Agricultural and Forestry Tractors\" was introduced by the OECD as Code 10 in 2007. Proposals, comments and suggestions, and discussions for the improvement of the Code were included among the subject of interest of future OECD research activities to improve the Codes [TAD/CA/T/M(2007)2; TAD/CA/T/M(2007)2]. Requests for approval of reports of tests performed in accordance with Code 10 has been marginal, when compared with other Codes, until year 2011 [TAD/CA/T/RD(2010)6; TAD/CA/T/RD(2012)3; TAD/CA/T/RD(2013)2]. The requests for approvals of test reports in accordance with Code 10 climbed after the application of the additional safety provisions brought in from 2nd March 2011 by the European Directive 2010/52/EU for the European agricultural tractors type approval process. The Directive provides additional safety requirements the agricultural tractors have to satisfy. In particular the Directive states that when a FOPS is fitted on a tractor it shall comply with OECD Code 10. The upcoming entry in force of the EU Directive increased the request for FOPS tests performed in accordance with Code 10 and submitted for approval. Due this fact the discussions for modifications and improvements of Code 10 raised. (literal)
