Abstract
  • This proposal for a new OECD procedure for FOPS testing of agricultural and forestry tractors is based on the Spanish paper and takes into account the point of view of the major Italian tractor manufacturers. It has been written up jointly with all the Italian Testing Station to contribute to the discussion. The main reasons of the revision of the previous Spanish and the WG proposal are the following: 1. At today there are not any relevant statistical evidence of injuries happened for falling objects using tractors in agricultural and forestry sectors. 2. Most ROPS have already been approved according to the OECD Codes considering the zone of clearance instead of the deflection limiting volume (DLV) provided for level B and C in the proposal. As a consequence the DLV does not generally fit in OECD tested tractors. 3. The level B and C is adopted for particular forestry and earthmoving machinery where the risk of falling object is very different from the normal use of agricultural and forestry tractors. Besides this kind of vehicles are outside the field of application of the Codes and are dealt with the machine directive. However FOPS for this kind of vehicles can be approved according to ISO standards or, on the basis of ISO/OECD memorandum of understanding paper, according to an ISO/OECD common standard. However the aforementioned technical aspects we agree on the importance to have standard procedures for testing FOPS on tractors in the OECD Codes. Therefore we retain to consider in the test procedure proposed just the level A of energy (1365 J) referred to the zone of clearance. The DLV has to be considered just for Code 8. The testing procedure should be introduced in the ROPS Codes 3, 4, 7 and 8 as \"optional\". In case the manufacturer asks for tests with different levels of energies these can be carried out according to point 3 of Code 9 or ISO standards (with the agreement of OECD). This proposal should be considered as a first step up for a possible implementation in the future, after having obtained enough data and testing experience on the item. (literal)
