  • High Altitude and Long Endurance (HALE) aircraft are platforms which can fly in the stratosphere for a longer period, ranging from a minimum of 15 hours to months. HALE platforms have been suggested in the last 10 years as High Altitude Platforms (HAPs) operating as high masts in the stratosphere to deliver new generation communications as WiMAX, IPTV, VoIP or to monitor globally the atmosphere..  HALE aircraft are particularly suited to monitor the atmosphere and the environment over extended areas, where endurance is a major driver. HALE are suggested for circumpolar flights, flights from the Tropics to the poles, over long transects in the Tropics, for monitoring diurnal atmospheric variations and in association with telecom activity, to produce a continuous meteorology over the area of operation. HALEs have also been identified as ideal systems to monitor disaster areas and reestablish a communication network when, and where such network has been destroyed. Stratospheric aircraft have been regularly used in the last 30 years for scientific investigation of the Upper Troposphere and Lower Stratosphere (UTLS) and to measure air dynamics Different aerial solutions for HAPS have been presented in the past years, including balloons, airships, Unmanned Air Vehicles (UAVs), solar powered and hydrogen fuled aircraft. In this paper we will discuss a solution based on a new stratospheric manned aircraft, which will permit to develop in the very next years the NEST Network (New European Stratospheric air fleet for Telecommunications) aimed to deliver new generation telecommunications, operate as a land and sea monitoring system and act as long time platform to measure minor constituets of the stratosphere and cloud distribution.
